Reporting

The Saint Paul Sustainable Building Policy requires the submission of two types of information:

  1. Certification of compliance with a chosen building rating system or guidelines.
  2. Demonstration of compliance with the Overlay to the Sustainable Building Policy - a set of additional criteria that projects are required to meet in addition to their chosen guideline or rating system.

The demonstration of compliance with the guideline or rating system depends on which system is chosen, but generally involves submission of initial project registration in the guideline or rating system and proof of certification at the end of the process. The specific method of demonstration of compliance is listed below for each of the available systems. Please note that this demonstration of compliance is in addition to the requirements of the Saint Paul Overlay, most notably the use of the Minnesota SB2030 standard and tracking system for energy efficiency verification.

Also listed below are the specific overlay requirements for each system, checklists of required items and their submission timeline. The checklists contain three submission phases: Phase 1: Design, Phase 2: Construction Documents and Phase 3: Post-Construction. In addition, there are some tasks that continue through the occupation of the building, listed in Phase 4: Occupation and Operation.

As projects will engage with the Saint Paul development system at different phases in the design process, it is necessary to determine the specific date of these submissions with the Sustainability Facilitator (the Saint Paul staff member who will help guide the project through these requirements). Please submit all materials to sustainablebuildingpolicy@ci.stpaul.mn.us, making sure to clearly label each file with the project name.

LEED for New Construction, 2009 version

Minimum Required Level of Certification: Silver

Certification of compliance: Provide a copy of initial LEED project registration at the start of the LEED process. Provide a copy of the formal Certificate of recognition at the completion of the LEED process.

Green Globes ANSI/GBI 01-2010

Minimum Required Level of Certification: Two Globes

Demonstration of compliance: Notify the City of Saint Paul Sustainable Coordinator upon registration with the Green Globes system. Provide copies of the Schematic Design and Construction Document reports provided by the Green Globes software. At the completion of the project provide certification demonstrating the project met the 2 Globes requirement.

Minimum Required Level of Certification: Meets all required criteria

Demonstration of compliance: Staff at the City of Saint Paul will be included on the tracking tool; completion of the online tracking tool is required to demonstrate compliance.

Minimum Required Level of Certification: Meets all required criteria

Demonstration of compliance: Submit the Green Development plan or equivalent documentation during the design phase of the project. At the completion of construction submit the final certification form. Submit notification of Green Communities certification after the project has been reviewed.

Demonstration of compliance: Submit initial completed checklist during the design phase of the project. At the completion of the project submit post-project checklist and a copy of Minnesota GreenStar certification.

Demonstration of compliance: Provide a copy of initial LEED project registration at the start of the LEED process, including the LEED for Homes provider that the project will be using. Provide a copy of the formal Certificate of recognition showing a level of "Silver” has been reached, at the completion of the LEED process.
